Of these loans, 1,390 loans were refinanced through the Home Affordable Refinance Program (HARP) during the quarter.It also indicated that the refinances done through HARP which ended in December 2018 would gradually taper off in 2019. In fact, at the end of the fourth quarter, HARP refinances represented just 1 percent of the total refinance volume at the GSEs. Borrowers completed 1,390 refinances through HARP bringing the total refinances through this program to 3.4 million from its inception.Looking at the year-to-date impact of the program, the report found that borrowers with loan-to-value (LTV) ratios that were greater than 105 percent accounted for 16 percent of the volume of HARP loans and that 33 percent of HARP refinances for underwater borrowers were for 15- to 20-year mortgages that are known to build equity faster than the traditional 30-year fixed-rate mortgage. Breaking it down by state, the report indicated that more people opted for HARP in Florida and Illinois where it represented 2 percent of the total refinance volume compared with the national average of 1 percent.In December, 9 percent of HARP loans had an LTV that was greater than 125 percent. The report also found that borrowers who refinanced through HARP had a lower delinquency rate compared to borrowers eligible for HARP who did not refinance through the program. As of June 2018, “nine states and one territory accounted for 70 percent of the nation’s HARP-eligible loans with a refinance incentive.”From April 2009 through December 2018, 2,918,957 loans refinanced through HARP were for primary residences, 110,887 were for second homes and 464,551 were for investment properties, the report indicated. Report: Sammy still West Indies T20 captain PORT-OF-SPAIN, Trinidad (CMC): West Indies selectors have retained T20 captain Darren Sammy for the upcoming International Cricket Council World T20 tournament, according to reports in the Trinidad and Tobago media. The reports come amid speculation that selectors may have replaced Sammy with ODI captain Jason Holder for the premier tournament scheduled for India in March. The Guardian newspaper reported on Monday that selectors opted for experience going into the T20 World Cup but the report contained no official confirmation from the West Indies Cricket Board (WICB). Sammy, an all-rounder from St. Lucia, has presided over West Indies rise to number one in the ICC rankings. Heritage Officers from around the country attended a reception at Áras an Uachtaráin recently hosted by President Michael D. Higgins to celebrate the 20th anniversary of the Heritage Officer Programme.Under the programme, the first Heritage Officers were appointed in Galway City, County Kerry and County Sligo in 1999.County Donegal’s first Heritage Officer was appointed in June 2003 and today there are 27 Heritage Officers nationwide. “The Heritage Officer Programme is a joint initiative between The Heritage Council and local authorities in Ireland,” explained Joseph Gallagher, County Donegal Heritage Officer.“The role of the Heritage Officer is to raise awareness, provide advice, gather data, propose policy and promote best practice in relation to the natural, built and cultural heritage.“In partnership with The Heritage Council and the County Donegal Heritage Forum, the Heritage Officer also oversees the preparation and implementation of the County Donegal Heritage Plan.“The Heritage Council provides part-funding for the role of Heritage Officers in local authorities and for the implementation of County Heritage Plans. “The Heritage Council also provides a continuing professional development training programme for Heritage Officers.”In his address, President Higgins highlighted the role of Heritage Officers: “Communities have benefitted from the work of Heritage Officers and Heritage Council and evidence of that can be seen in every county in Ireland.“There are things that have been protected that would not have been were it not for the actions of local authorities.“I think that [the] Heritage Officer Network will be a fantastic resource and there will be so many things that you can do in partnership, cooperation and community.”Under his stewardship as Minister for Heritage, President Higgins established The Heritage Council in 1995. That database includes over 70 million research papers, usage statistics, reader demographics, social tags and related research recommendations. The winning app will receive a grand prize of $10,001.Describing itself as a Last.fm of sorts for academic research, Mendeley isn’t simply a bibliographic management tool as it is able to glean information from aggregated data to help track trending research topics. Mendeley launched its API last year, and a number of apps have been created already, such as Twendeley, a Twitter-Mendeley mashup. Mendeley’s “API Binary Battle” now incentivizes developers to build even more.“The irony of the Internet is that scientists created it, yet it has been underutilized in strengthening the academic community online.
